The island is unincorporated, so jurisdiction sits with Skagit County Planning & Development Services in Mount Vernon — and county code exempts like-for-like siding and window replacement with no framing changes from a building permit. The island's caveat is the shoreline: within about 200 feet of the water, as much of the island is, Shoreline Master Program rules can still apply even to exempt work. We've pulled and passed across Skagit County — we confirm per address, plan materials complete for the one-road run, and handle the process start to finish.

Window replacement →Samish Island was an island until 1932, when Skagit County built a road fill across the Samish Slough and turned it into a peninsula you drive onto across the flats. Long before that it was home ground of the Samish people — a Coast Salish tribe whose longhouse on Alice Bay was reckoned among the largest on the Sound — and a scatter of farms and logging claims through the settler era, connected to the world by water.
The road changed what got built. With a causeway instead of a boat landing, the shore roads filled through the 1940s–'70s with weekend beach cabins — light-framed, single-story, close to the water — and farm acreage started subdividing into plats, like the Freestad family's 100-acre turkey farm along Alice Bay, platted into lots after the war. Camp Kirby, on the Padilla Bay spit since 1923, kept a mile and a half of shoreline in camp cabins instead of houses.
The bay stayed a working one. Blau Oyster Co. has farmed Samish Bay tidelands off the island's north shore since 1935, four generations in — and the same saltwater that feeds the oyster beds rides the air over every roof on the island, Samish Bay on one side and Padilla Bay on the other.
Then the cabins grew up. From the late twentieth century on, weekend places were remodeled into year-round and retirement homes, and bluff lots sprouted larger view houses. That conversion is the island's defining exterior problem: light cabin framing and weekend-grade construction asked to work full-time in marine air, next door to new construction that got salt-rated hardware from day one. We scope each vintage for what it actually is.
