Permits split by address: Oak Harbor, Coupeville, and Langley issue their own, while the rest of Whidbey and all of Camano run through Island County in Coupeville. Our routes need no ferry — Deception Pass bridge to Whidbey, Highway 532 to Camano — so island logistics never inflate an Island County bid.
